Phnom Penh: There is a case of construction of a stone house on a foundation, violating the land along the riverbank in Prek Kampus Sangkat, Dangkor District, Phnom Penh. Construction of a stone house is underway, while local officials are either sleeping or not seeing it. Does the construction of the stone house on the foundation above have a permit or something? Please, relevant officials, please come and inspect it.

ASEAN DAILY news agency would like to report to Ms. Kim Nhim, Governor of Dangkor District Government, please inspect the above location. The owner of the construction site has built a stone house with a foundation and built a solid structure illegally, encroaching on the riverbank land, which is state property.
According to ASENA DAILY news, we took pictures and would like to make a preliminary report to the leaders at all levels for information.
Is the above solid structure more stringent than the law or a sub-decree?
According to the Law on Construction, Article 26, construction without a construction permit from the competent authority, Article 38, construction without a construction permit from the competent authority.

And how many meters wide and long is the land, please.
